Lin is wearing a "New Citizens uniform": a combination of the Sun Yat-sen suit and leatherboots. This "new" uniform was introduced in 1942 as part of the New Citizens Movement under Wang Jingwei. Note also Lin's hair. Under the New Citizens Movement, young people in China were encouraged to cut their hair short or shave it off altogether.
